Professional Experience
Private Sector
As President of Bruce Meredith, Inc. I provide analytical, planning, advocacy and business development services to defense and energy sector organizations in their dealings with the Executive and Legislative Branches of the Federal Government. Central to my work is presenting client positions on major issues, and negotiating to maximize solutions consistent with their goals.
Public Sector
I entered Federal public service under the competitive Presidential Management Intern Program. An early job was working on a task force that converted the Housing and Home Finance Agency to the Department of Housing and Urban Development. After that I completed 25 years on the professional staffs of the Appropriations and Budget Committees in the United States House of Representatives.
United States House Appropriations Committee
As Staff Assistant to the Chairman I helped prepare all formal documents and other materials connected with handling all phases of Appropriations Bills and Continuing Resolutions. That entailed presenting and negotiating issues on behalf of the Committees and the House at every stage of the legislative process.
Congressional Budget Process
I participated in House and Senate Leadership Task Forces to develop the Congressional Budget and Impoundment Control Act of 1974 (CBA). I represented the interests of the House Committee on Appropriations, which was to maximize measures that would deal with encroachments by the President on the Power of the Purse granted to Congress in the Constitution.
• The bill passed unanimously in the Senate with only six opposing votes in the House.
• The bill established Budget Committees in the House and Senate, created the Congressional Budget Office, and set the timetable and parameters of the new budget process.
• The General Accountability Office in 2020 found the Office of Management and budget breached The Impoundment Control Act when it withheld from obligation funds appropriated for the Ukraine.
United States House Budget Committee
My job under the first four Chairmen was to develop the Federal Spending Budget of the United States for consideration by the House. At the outset I helped the new Committee get established. That required negotiating and coordinating with House Leadership, all House Committees, and the Senate Budget Committee to successfully launch the Congressional Budget Process.

- Recognized by President Carter for staff role in development of the first Budget Reconciliation Legislation, which is now an integral part of the Congressional Budget Process. Budget Process.
